Governors

Governors work as part of a team with the Head Teacher. Together they determine the strategic direction of the school and establish aims, ethos, policies, procedures and performance targets that the Head and their staff must deliver on. The governing body also checks to ensure that the school is making good progress and that the things that should be happening are actually happening!

Terms of reference:

  • In consultation with the Head Teacher, to draft the first formal budget plan of the financial year
  • To establish and maintain an up to date 3 year financial plan
  • To consider a budget position statement including virement decisions at least termly and to report significant anomalies from the anticipated position to the Governing Body
  • To ensure that the school operates within the Financial Regulations of the LA
  • To follow LA recommendations with respect to the Governing Body Charging Policy
  • To approve expenditure of Private School funds kept on behalf of the Governing Body and to ensure the accounts are audited annually
  • To review decisions in respect of service agreements
  • To make decisions on expenditure following recommendations from other committees
  • To review, annually, the whole school Pay Policy
  • To establish a register of pecuniary interests
  • To ensure that the school obtains best value for money
  • To establish and review a Performance Management policy for all staff and to award agreed increments
  • To draft and keep under review the staffing structure in consultation with the Head Teacher
  • To oversee the appointment procedure for all staff
  • To keep under review staff work life balance, working conditions and well being including the monitoring of absence
  • To consider requests for extended absence as outlined in the Pay Policy

Rules:

  • Meetings to be held half termly and minutes circulated to the full Governing Body
  • The convenor will give at least 7 days written notice of a future meeting together with an agenda
  • Items costing £2,000 + will need 2 quotes if this is possible
  • Items costing £5,000 + will require 3 quotes for consideration by the Finance committee and approval by the Chair unless this proves exceptionally difficult. If a quotation other than the lowest is accepted this should be reported to the governing body and reasons for the decision minuted
  • On cheques exceeding £5,000 the Chair of Governors signature must be included.

Disqualification:

Any person employed to work at the school other than as the Head Teacher, when the subject for consideration is the pay or performance review, (including any grievance, disciplinary or capability procedures) of any person employed to work at the school

Terms of reference:

Premises:

  • To review regularly the condition of the school buildings and prepare an appropriate annual maintenance plan to ensure they are kept in good order.
  • To keep under review the Accessibility Plan for the school and to report to Governors on its implementation
  • To make recommendations to the Finance Committee for any development works necessary, so that these can be identified in the Financial Plan.
  • To liaise with the School Business Manager to ensure that an efficient and effective cleaning and grounds maintenance programme is in operation.
  • To ensure any necessary tendering arrangements are carried out. To approve the award of tenders. To make recommendations to the Governing Body on the award of contracts. To report and have minuted to the whole Governing Body should a quote other than the lowest be accepted.
  • To monitor and approve any lettings, in accordance with the policy of the Governing Body having regard to any advice from the LA about regulations. To carry out an annual review of the Lettings policy.

Health & Safety

  • To prepare and review as necessary the Health and Safety Policy Statement for ratification by the full Governing Body.
  • To monitor the implementation of the agreed Health and Safety Policy to ensure that the school complies with Health and Safety Regulations.
  • To agree on the types of educational visits that Governors should be informed about and to recommend agreement on these to the whole Governing Body.
  • To ensure that guidance is available (e.g. from the DfES and/or LEA as appropriate) and, if necessary, seek specialist advice, to inform the school’s policy, practices and procedures relating to the health and safety of pupils on educational visits. To prepare the school’s educational visits policy for approval by the whole governing body.
  • To ensure that the school is following any relevant procedures, including incident and emergency management systems as recommended by the DfES/LEA or Governing Body.
  • To discuss, monitor and review these procedures on a regular basis and to make any subsequent recommendations to the whole Governing Body.
  • To ensure that the Headteacher and Educational Visits Co-ordinator are supported in matters relating to educational visits and that they have the time and expertise to fulfil their responsibilities. To ascertain what governor training is available and relevant and ensure where possible training is undertaken.
  • To review risk assessments on an annual basis or as necessary to ensure they are suitable and sufficient.
  • To review accident and incident reports on a termly basis.
  • To ensure minutes are taken at each meeting and circulated promptly to all members of the Governing Body and to the Clerk to Governors.

Information Security Management 

  •  To act as the school’s Information Security Committee in its compliance with ISO27001 and with the General Data Protection Regulations.
  • To identify information security goals and strategy that meet the school’s requirements; ensuring that goals are communicated and understood, checking whether there are adequate resources for achieving them, and whether the Information Security Management System (ISMS) is properly integrated into the organisation’s processes and business as usual.
  • To review and approval the school’s Information Security Policy, which must be explicitly agreed and supported by top management setting the scope of the ISMS, ensuring that information security objectives and plans are established, identifying internal and external issues and the requirements of interested parties, and agreeing how roles and responsibilities should be allocated including the appointment of the Information Security Manager.
  • To ensure that sufficient resources are provided to develop, implement, operate and maintain the ISMS.
  • Monitor changes in exposure of key organisational information assets to major threats, deciding acceptable levels of risk and ensuring that awareness of these threats is developed, as well as ensuring that the importance of complying with the ISMS is adequately communicated to the school.
  • To ensure that procedures and controls are implemented that are capable of promptly detecting and responding to incidents, as well as the review and oversight of information security incidents.
  • To receive reports from the Information Security Manager on the status and progress of specific implementations, security threats, results of reviews, audits etc. and ensuring that adequate steps are taken to implement findings or deal with non-conformities.
  • To approve major initiatives to improve information security within the school.
  • To establish means of monitoring and ensuring compliance with the policy and reviewing the effectiveness of these measures periodically.
  • To ensure that information security objectives and requirements meet the objectives of the school.
  • To ensure that control implementation is co-ordinated and effective across the school.
  • To ensure that adequate steps are taken, on an on-going basis, to continually improve the ISMS.
